Abstract	Based on the input-output model and Research & Development (R&D) and other spillover effects theories the author analyses empirically R&D spillover effect among 42 industries of Hebei Province. The author want to identify the industries of larger and smaller spillover effect with the potential spillover effects, analyze the causes and present conclusions and recommendations. Compared to previous related domestic research, on the basis of the domestic and international research, the author does some constructive work as follows: (1)The clustering analysis and the important coefficient analysis are used comprehensively in this dissertation. In this way, the author can play the advantages of the two methods and make research results to reflect actual Hebei well. (2)The relationship between outputs and spillover is theoretically deduced in this dissertation. The conclusion is as follows: the government should increase the intensity of investment in the secondary industry, enhance the degree of concentration of investment. With the development of the urban infrastructure facilities and the industries, the government should incline timely to the second industry to make the efficiency of the secondary industry higher. At the same time, the government should adjust and optimize the third industrial structure, nurture and develop emerging tertiary industry, and give full play to the tertiary industry in optimizing the economic structure and upgrading the industries.
