NDLI: Strategy for Investment Project Induced Resettlement in Ecologically Vulnerable Areas: Long-Acting Compensation Policy and Its Application to the HA Hydroelectric Station

Abstract	In an ecologically vulnerable area, due to the severe man-land conflict and ecological vulnerability, the traditional approach of "greater agricultural placement" to the construction of investment projects would make the resources and environment of this area unsustainable, thereby affecting the effectiveness of resettlement. Therefore, it is imperative to avoid resource and environmental restraints in ecologically vulnerable areas, and establish a long-acting compensation mechanism for development project induced involuntary resettlement. Taking the "HA Project" in southwest China as an example, this article introduces the long-acting compensation policy for involuntary resettlement in ecologically vulnerable areas, and analyzes the theoretical basis, characteristics, operating mechanism and deficiencies of the involuntary resettlement policy of this project. It is thought that the involuntary resettlement policy for ecologically vulnerable areas should address interactions between investment projects and the local social and economic aspects, promote the sustainable development of involuntary resettlement, and further harmonize the construction of investment projects with local society.
