| Abstract | A simple but comprehensive framework for analysing the potential for and constraints to groundwater development for irrigated agriculture in sub-Saharan Africa is proposed. The framework, based on food value chain principles, is applied to the sub-Saharan context and a specific catchment in Tanzania, the Usangu plains, where groundwater has been proposed as a strategic resource for augmenting food production and smallholder livelihoods and to alleviate seasonal water scarcity. The novel contribution of the work is the presentation of a tool that can be applied to support an interdisciplinary approach to systematically identify most significant barriers and most critical water management and development interventions for sustainable development of groundwater irrigation. The result of the case study shows that farmer economics, capacity, and pump and well drilling market constraints limit groundwater irrigation in the Usangu plains rather than hydrogeological conditions.Un cadre simple mais complet d’analyse des potentialités et des contraintes de développement de l’eau souterraine pour l’agriculture irriguée en Afrique sub-saharienne est proposé. Le cadre, basé sur les principes de la chaine des valeurs alimentaires est appliqué au contexte sub-saharien et particulièrement au bassin des plaines de l’Usangu en Tanzanie, où l’eau a été proposée comme ressource stratégique pour augmenter la production vivrière et les moyens d’existence des petits exploitants et pour atténuer la pénurie saisonnière en eau. La contribution originale de ce travail est la présentation d’un outil qui peut être utilisé pour fonder une approche interdisciplinaire destinée à identifier de manière systématique les obstacles les plus importants et les moyens d’intervention cruciaux pour la gestion et le développement durable de l’eau en vue d’une irrigation à partir de la nappe. Cette étude de cas montre que l’économie agricole, la capacité financière des fermiers et les contraintes liées au pompage et au marché du forage d’eau limitent l’agriculture irriguée dans les plaines de l’Usangu, plutôt que les contraintes hydrogéologiques.Se propone un marco simple pero comprehensivo para analizar el potencial y las restricciones del desarrollo de agua subterránea para la agricultura por riego en el África subsahariana. El marco de referencia, basado en principios de la cadena de valor alimentario se aplicó al contexto del subsahariano y a una cuenca específica en Tanzania, las llanuras Usangu, donde el agua subterránea ha sido propuesta como un recurso estratégico para aumentar la producción de alimentos y el sustento de los pequeños productores y para paliar la escasez de agua estacional. La contribución novedosa del trabajo es la presentación de una herramienta que puede ser aplicada para apoyar un enfoque interdisciplinario para identificar sistemáticamente las barreras más significativas y el más crítico manejo del agua y las intervenciones desarrolladas para un desarrollo sustentable de la irrigación por el agua subterránea. El resultado del caso de estudio muestra restricciones de mercado en la economía, la capacidad, y el bombeo y perforación de pozos del agricultor, que limitan la irrigación por aguas subterráneas en las llanuras Usangu más que las condiciones hidrogeológicas.本文提出一个简单但是综合性的框架,用来分析非洲撒哈拉南部灌溉农业的地下水开发的潜力和约束。这个基于食品价值链原则的框架应用于撒哈拉南部地区以及坦桑尼亚Usangu平原一个特别的集水区,提出了将这个地区的地下水作为粮食增产、小农生计和缓解季节性缺水的战略性资源。这项工作新的贡献是描述了一个用于支持跨学科评价的工具,达到系统地识别最重要的障碍、最受争议的水管理以及地下水灌溉可持续发展的发展和干预。这研究的结果显示,农业经济和容量、泵和钻井市场的约束没有对水文地质环境产生影响而限制了Usangu平原的地下水灌溉。Propõe-se um esquema simples mas abrangente para analisar o potencial e as limitações do desenvolvimento da água subterrânea para a rega agrícola na África Subsariana. O esquema, baseado nos princípios da cadeia de valor dos alimentos, é aplicado ao contexto subsariano e a uma bacia hidrográfica específica na Tanzânia, as planícies de Usangu, onde foi proposto que a água subterrânea fosse um recurso estratégico para a ampliação da produção alimentar e da qualidade de vida de pequenos proprietários e para mitigar a escassez sazonal de água. A contribuição original do trabalho é a apresentação de uma ferramenta que pode ser aplicada para suportar uma abordagem interdisciplinar destinada à identificação sistemática dos obstáculos mais significativos, das intervenções mais críticas de gestão de água e do desenvolvimento sustentável da rega por água subterrânea. O resultado do estudo de caso mostra que a economia das explorações agrícolas, a competência dos agricultores e o negócio de bombas e de construção de furos são constrangimentos que limitam mais a rega com água subterrânea nas Planícies de Usangu do que as condições hidrogeológicas. |
