| Abstract | Using secondary data generated from three rounds (31st, 48th and 54th) of the National Sample Survey Organization (NSSO) of India, a macro-level estimate of the spread of markets for groundwater supported pump irrigation services in India was derived for two periods of time, 1976–1977 and 1997–1998. This estimate is the first of its kind that presents a spatio-temporal analysis of the markets for pump rental and irrigation services at an all-India level. The results, computed using simple statistics, show that the area irrigated through pump irrigation services has increased from an estimated 1.0 million ha in 1976–1977 to an estimated 20.0 million ha in 1997–1998. The analyses also calls into question two myths prevalent in literature, that these markets were under-developed in eastern India in the 1970s and 1980s, and that in recent times they are shrinking in southern peninsular India due to groundwater depletion. The policy implication is that there is a need for re-orientation in the way irrigation statistics are collected in India so as to include a category of hired irrigation services and establish a comparable survey design for future use.En utilisant des données secondaires provenant de trois campagnes (31ème, 48ème et 54 ème) de l’organisation nationale d’enquête par échantillonnage (NSSO) de l’Inde, une évaluation à macro-niveau de la diffusion des marchés de services pour l’irrigation par pompage des eaux souterraines en Inde a été obtenue à partir de deux périodes, 1976–1977 et 1997–1998. Cette évaluation est la première de ce type qui présente une analyse spatio-temporelle des marchés pour des locations de pompes et des prestations d’irrigation au niveau de la totalité de l’Inde. Les résultats, calculés en utilisant des statistiques simples, prouvent que le secteur irrigué par des services d’irrigation a augmenté de 1.0 million ha environ en 1976–1977 à 20.0 millions ha environ en 1997–1998. Les analyses remettent en question également deux mythes répandus en littérature, celui prétendant que ces marchés étaient sous-développés en Inde orientale dans les années 70 et les années 80, et celui affirmant qu’ils se réduisent ces derniers temps en Inde péninsulaire méridionale du fait de l’épuisement des eaux souterraines. L’implication sur la règlementation est la suivante: il est nécessaire de réorienter la manière dont les statistiques d’irrigation sont rassemblées en Inde afin d’inclure une catégorie des services de location de pompes d’irrigation et d’élaborer une conception comparable de ces enquêtes pour un usage futur.Usando datos generados por tres relevamientos (31, 48 y 54) de la Organización Nacional de Muestras y Encuestas (ONME) de India, se derivaron estimaciones al nivel macro de la dispersión de mercados de aguas subterráneas para riego en India en dos períodos de tiempo, 1976–1977 y 1997–1998. Esta estimación es la primera en su tipo que presenta un análisis espacio-temporal de los mercados para alquiler de bombas y servicios de riego a todos los niveles en India. Los resultados, procesados usando estadísticos simples, muestran que el área regada usando servicios de bombeo para riego se ha incrementado desde una superficie de 1 millón ha en 1976–1977 a aproximadamente 20 millones ha en 1997–1998. Este análisis también cuestiona la validez de dos mitos reportados en la literatura: que los mercados se encontraban en estado de subdesarrollo en el este de India en las décadas de los 70 y de los 80, y que en la actualidad han disminuido debido al agotamiento de las aguas subterráneas. Las implicancias en términos de política es que es necesaria una reorientación en la forma de recolección y procesamiento de los datos de riego en India, de forma tal de incluir una categoría para servicios de riego contratados y establecer un diseño comparable de encuestas para usos futuros. |

It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
