Abstract	For Web GIS unable to achieve interoperability among heterogeneous, spatial data and cross-platform operation, It implements reading and writing GIS data of cross-platform, distribution and interoperability through applying Web Services Technology, which improves reading and writing speed of GIS data and the speed of data transmission in networks. It puts emphasis on studying GIS Data Services, discusses the idea and process of the building of system, and applies the system to the oil refinery enterprises emergency command system. The method improves the speed of the system's receiving and responding GIS data from user's request.
