Abstract	Demand for electricity of the developing country is rapidly growing especially because of heating and cooling load due to improvement in standards of living. Such a Heating, Ventilating and Air Conditioning (HVAC) load is main target of Demand Side Management (DSM) program because of bigger capacity compared to other appliances in the residential sector. In this study, we suggest how to deal with the situation that utility have implemented Real-Time Pricing (RTP) with peak limitation for DSM from the consumer's point of view. A new facility called Home Energy Management System (HEMS) is able to control whole HVAC in the system only by price signal as control variables that is different with real price. To realize it we give decentralized intelligence to HVAC. End of the some iterative process, new price signal finally will be calculated and constraint of peak limitation will be satisfied also without restricting consumer's utility from using electricity.
