| Abstract | Le chapitre 5 porte sur la question cruciale des investissements publics dans les services destinés aux jeunes enfants, notamment les investissements dans l’infrastructure de gouvernance et les services de soutien. Les avantages des investissements publics dans les services d’éducation et accueil des jeunes enfants (EAJE) sont examinés et l’ampleur des investissements consacrés par les pays aux services d’EAJE est mesurée. Les stratégies utilisées par certains pays pour injecter des financements supplémentaires dans ce secteur sont énumérées et des informations sont données sur la façon dont les gouvernements financent les services d’EAJE. Une discussion est engagée sur la question de savoir si la modalité de financement employée – en particulier le financement direct des services ou, au contraire, le versement d’aides aux parents – a un impact sur la qualité d’ensemble du système. L’une des conclusions formulées est que le financement public direct des services se traduit, pour le moment du moins, par un pilotage plus efficace, des avantages d’échelle, une qualité plus uniforme au plan national, une formation plus efficace des éducateurs et plus d’équité dans l’accès et la participation qu’avec les modèles prévoyant le versement d’aides aux parents. Cela est peut-être dû au fait que les modèles reposant sur le versement d’aides aux parents sont un phénomène récent ainsi qu’à l’inexpérience relative des administrations pour ce qui est d’exiger des prestataires privés le respect des règles en matière d’équité et de transparence. Pour être efficace, la politique du secteur de la petite enfance – qui est relativement récente – suppose aujourd’hui d’importants investissements dans l’administration et les services de soutien. Sans une masse critique d’administrateurs expérimentés capables de prodiguer des conseils et d’attirer l’attention sur les résultats des recherches, les politiques publiques à l’égard de la petite enfance risquent d’être à courte vue et d’entraîner des gaspillages. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
