Abstract	Pour maintenir ou améliorer les normes de qualité, Petite enfance, grands défis (OCDE, 2001) recommandait d’une part un pilotage efficace des systèmes d’éducation et d’accueil des jeunes enfants (EAJE) par les gouvernements et, d’autre part, des approches d’inspiration participative et associative de la qualité. Consacré à ces approches, le chapitre 6 passe en revue l’état de la réglementation dans l’ensemble des pays – dans les services destinés aux enfants de moins de 3 ans dans les pays disposant de services intégrés et dans le secteur de l’éducation préscolaire. Certains progrès accomplis dans le domaine de la réglementation sont présentés. Le présent chapitre examine ensuite la question des cadres pédagogiques, outil essentiel aussi bien pour mener des consultations démocratiques que pour formuler des orientations gouvernementales. Deux approches différentes en matière de programmes sont identifiées : l’approche par l’éducation préscolaire et l’approche par la pédagogie sociale. Les caractéristiques des deux approches sont comparées par référence à un certain nombre de critères.
