Abstract	IT governance is a relatively new concept. In Japan, annually, many discussions on IT governance are held among businesspeople. However, there have been few academic studies in Japan; too many debates on IT governance from different positions with various perspectives are held that are simply confusing. Furthermore, the decision-making process at Japanese corporations tends to be unclear and thus difficult to understand. Another difficult aspect is that the concept of governance originated in the United States, and it is yet not clear if this concept is applicable to Japanese corporations. There have been a number of academic studies on IT governance with a focus on decision-making authority [9, 8, 11]. However, there have been few empirical studies on organizational capabilities. In this paper, an integrated approach was adopted combining the aforementioned organizational capabilities and decision-making authority, then conducted an empirical study using statistical analysis based on survey results to examine the relationship IT Governance components and performance.
