Abstract	This paper investigates the activities of strategical management of innovation involving the Brazilian General Command of Aerospace Technology. It proposes an approach of how to establish a technological innovation nucleus in a scientific institution, showing the need to know the current legislation as well as to survey and follow up the evident progress and the most important technological advances in a productive environment. It also shows the current difficulties faced by managers during the definition, implementation and recognition processes of the nucleus by the community of scientific institution. This work intends to set the basis for investigation and development in order to enhance the managers with a reference guide to grow the domain of technological knowledge, to reduce the execution efforts and to improve the management of technological innovation.
