Abstract	Among the effective ways to improve competitiveness by operators are to cut the queuing time for users to pay in the business hall, to make payment convenient and to lower operating costs. Payment via the mobile phone or the Internet is realized by building up effective application software systems in the original billing platform and banking payment system, transferring funds from the currently — owned bank account to the e-purse for payment and coding and delivering the information of payment for users to inquire, check and confirm. Once users confirm the payment, funds in the e-purse will be transferred to operators' bank accounts, realizing the just-in-time payment. Only prompt report of loss of mobile phones would be needed to prevent users incurring further damages in case mobile phones are lost. Apart from being applied to the billing system, this method is being expanded into e-commerce projects.
