Abstract	As the demand of traffic is increase, Smooth traffic stream has become chaos, even crowded in a certain extent, it affect the traffic safety of Beijing and the operation efficiency of the road in great degrees. SCOOT system is a real-time Adaptive Traffic Control System, It constantly collecting traffic data of the controlled road-network, According to the changing traffic demands, it will optimize and adjust all the related junctions in the whole road-network and the signal time configuration of the crosswalk frequent and in small extent, and control the signals of the junctions, modulate the travel of the traffic, strive for give the green signals when a large number of vehicles arrived at the junction, thereby reducing the total traffic delay of the whole controlled area, increase the traffic capability of road-network. The application of SCOOT system in central of Beijing shows that it is a suit of real-time Adaptive Intelligent Traffic Control System, which actualized very well.
