| Description | The Panchayats Extension to Scheduled Area (PESA) Act 1996 was enacted to provide self-autonomy to tribals in Vth Scheduled Areas of the country. This Handbook has been prepared to guide Gram Sabha and Community Mobilizers and also PESA Coordinators to ensure effective implementation of PESA. The Book contains basic information about the provisions of PESA, principles and methods of community mobilization and role of Gram Sabha/Community Mobilisers and PESA Coordinators. Commissioner may request the concerned District Collector to draw up a list of villages in the scheduled areas. The District Collector in consultation with PO, ITDA may prepare a proposal consisting of villages comprised of a habitation / hamlet or groups thereof. Every village declared in the aforesaid manner shall have a Gram Sabha comprising of adult members, whose names are included in the electoral rolls at the village level. Gram Sabha various committees and their duties also mentioned in this book. There are different matters like village agricultural production, functionings of D R Depot, schools, Anganwadis, sub centers, and any other developmental programmes etc. shall be placed before the Gram Sabha for its consideration. PESA stipulates that Gram Sabha is the approval authority for the socio-economic plans, programs and projects. An approval from the Gram Sabha is required for identification of beneficiaries as well as selection of them for the implementation of poverty alleviation programmes. Government departments should also seek an approval from the Gram Sabha for the implementation of socio, economic programs under the PESA. Before taking up of land acquisition the authorities concerned should consult the Mandal Praja Parishad as per the provisions of PESA State law, and Gram Sabha in the case of central law. PESA act also provide prevention of alienation of lands in the scheduled areas and restoration of alienated lands of Scheduled Tribe. National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
