| Abstract | Groundwater is vital and the sole resource in most of the studied region of northern Iraq. It has a significant role in agriculture, water supply and health, and the elimination of poverty in rural areas. Although Iraq is currently dramatically disturbed by complex political and socio-economic problems, in its northern part, i.e. the Kurdish-inhabited region, fast urbanization and economic expansion are visible everywhere. Monitoring and water management schemes are necessary to prevent aquifer over-exploitation in the region. Artificial recharge with temporary runoff water, construction of subsurface dams and several other aquifer management and regulation measures have been designed, and some implemented, in order to improve the water situation. Recommendations, presented to the local professionals and decision-makers in water management, include creation of Water Master Plans and Water User Associations, synchronization of drilling programmes, rehabilitation of the existing well fields, opening of new well fields, and the incorporation of new spring intakes in some areas with large groundwater reserves, as well as construction of numerous small-scale schemes for initial in situ water treatment where saline groundwater is present.تعتبر ألمياه ألجوفية ألمصدر ألرئيس و ألوحيد لعديد من ألمناطق ألمدروسة لشمال ألعراق. كما أن للمياه ألجوفية دور متميز فى ألزراعة و تأمين مياه ألشرب ألصحى و ألسيطرة على ألفقر فى ألمناطق ألنائية .بألرغم من أن ألعراق تتعرض فى ألوقت ألحاضر و بشدة الى ألتخريب نتيجة للوضع ألسياسى ألمتدهور و ألمشاكل ألاجتماعية و ألاقتصادية ألناجمة عنة , الأ أن ظاهرة ألتوسع ألعمرانى أصبحت من سيمات ألمنطقة ألشمالية أى ألمنطقة ألكردية .تعتبر خطة مراقبة و أدارة ألمياه ضرورية لحماية ألخزانات ألمائية ألجوفية من ألأستخراج ألمفرط تم تصميم و أجراء ألتغذية ألأصطناعية للمناطق ذات ألسيول ألموسمية , بناء ألسدود ألتحت ألسطحية ( ألمغمورة) , كما و تم أتخاذ عديد من ألأجراءات ألضرورية للتنظيم ألادارى للمياه و تم أنجاز بعض منها لتحسين وضع ألمياه .تم عرض جملة من ألتوصيات للخبراء ألمحليين و أصحاب ألقرار فى مجال أدارة ألمياه منها : وضع ألمخطط ألدال للمياه , تحديد و تزامن برامج ألحفر , أنتعاش و صيانة حقول ألأبار ألموجودة , فتح حقول أبار جديدة , و صيانة فتحات بعض العيون ذات ألأحتياط ألخزنى ألجوفى ألجيد بألأضافة الى بناء عدد من ألمنظومات ألصغيرة للمعالجة ألأولية و ألموقعية للمياه فى ألمناطق ذات ألمياه ألجوفية ألمالحة .Podzemne vode su kljucni i ujedno jedini resurs na najvecem delu istrazivanog prostora u severnom Iraku. Imaju znacajnu ulogu za razvoj poljoprivrede, vodosnabdevanje i zdravlje stanovnistva, kao i smanjenje siromastva u seoskim podrucijima. I pored toga sto je Irak trenutno ugrozen kompleksnim politickim i socijalno ekonomskim problemima, u njegovom severnom delu, u podrucjima naseljenim kurdima, brza urbanizacija i ekonomski uspon vidjivi su na svakom koraku. U skladu sa zahtevom za odrzivo koriscenje voda za pice i navodnjavanje terena, uspostavljanje monitoring sistema neophodno je radi specavanja nadeksploatacije u regionu. Vestacko prihranjivanje sa vodama povremenih, bujicnih tokova, izgradnja podzemnih brana i nekoliko drugih mera su projektovane ili primenjene u praksi u cilju promocije strategije koja treba da popravi stanje u vodoprivredi. Pored ovog, predlozi koji su predoceni lokalnim ekspertima i faktorima odlucivanja, ukljucili su izradu Vodoprivredne osnove i formiranje Zajednice vodnih korisnika, sinhronizovanje programa busenja, osposobljavanje grupa bunara i izradu novih, vodozahvate na izvorima u zonama sa vecim rezervama podzemnih voda, kao i izgradnju manjih sistema za prethodni in situ tretman slanih voda, tamo gde su ove prisutne.Apa subterana este o resursa vitala si uneori unica resursa de apa in cea mai mare parte a regiunii studiate din nordul Irakului. Ea are un rol important in alimentarea cu apa potabila, in agricultura si in sanatate. Cu toate ca in momentul de fata Irakul se confrunta cu grave probleme politice si socio-economice, in zona de nord, locuita majoritar de populatia kurda, procesele de urbanizare rapida si expansiune economica sunt in plina desfasurare si vizibile la tot pasul. Aceasta situatie impune proiectarea si instituirea unor retele de monitorizare precum si definitivarea unui sistem de management al apei subterane care sa impiedice exploatarea irationala a acviferelor din aceasta regiune. Alimentarea artificiala a acviferelor pe baza unor cursuri de apa temporara, constructia de baraje (ecrane) executate in aluviuni pina la roca de baza care sa permita acumularea unor volume importante de apa subterana in zona cursurilor de apa temporare si alte citeva masuri de management si regularizare a exploatarii acviferelor au fost proiectate si partial testate si implementate pentru a imbunatati situatia din regiune. Recomandarile prezentate factorilor de decizie din domeniul apei subterane precum si specialistilor locali includ definirea de master-planuri in domeniul apei subterane (Water Master Plans), crearea unor asociatii de utilizatori de apa (Water User Associations), corelarea programelor de foraje, reabilitarea sistemelor existente de exploatare prin foraje, proiectarea si executarea unor noi astfel de sisteme, includerea in sistemul public de exploatare al apei subterane a unor izvoare carstice cu potential mare, precum si construirea unor mici scheme de desalinizare in zonele in care apa subterana are un grad mai mare de mineralizare.L’eau souterraine est vitale et est la seule ressource dans la plus grande partie de la région étudiée d’Irak septentrional. Elle joue un rôle significatif pour l’agriculture, pour l’alimentation en eau et pour la santé, et pour l’élimination de la pauvreté dans les zones rurale. Bien que l’Irak soit actuellement dramatiquement perturbé par des problèmes politiques et socio-économiques complexes, dan sa partie septentrionale, i.e. la région habitée par les Kurdes, une urbanisation rapide et un développement économique sont visibles partout. Des plans de contrôle et de gestion de l’eau sont nécessaire pour empêcher la surexploitation des aquifères dans la région. La recharge artificielle avec de l’eau de ruissellement, la construction de barrages de sub-surface et plusieurs autres mesures de gestion et de réglementation ont été élaborées, et quelques unes mises en œuvre, afin d’améliorer la situation de l’eau. Des recommandations, présentées aux professionnels et aux décideurs locaux pour la gestion de l’eau, comprennent la création de Plans Directeurs de l’Eau et d’ Associations d’Usagers de l’Eau, la synchronisation des programmes de forage, la réhabilitation de champs captants, la mise en chantier de nouveaux champs captants, et la réalisation de nouveaux captages de sources dans certaines régions ayant des ressources en eau souterraine importantes, de même que l’élaboration de nombreux projets pour le traitement préliminaire in situ de l’eau là où de l’eau souterraine salée est présente.El agua subterránea es vital y es el único recurso disponible en la mayor parte de la región estudiada en el norte de Irak. Tiene un rol significativo en la agricultura, el abastecimiento de agua, la salud y la eliminación de la pobreza en áreas rurales. Aunque en la actualidad Irak está radicalmente afectada por problemas complejos de índole política y socio-económica, en su sector norte (es decir, la región habitada por los Kurdos) son claramente visibles los signos de una rápida urbanización y de expansión económica. El control y los esquemas de gestión del agua son necesarios para impedir la sobre-explotación de acuíferos en la región. A fin de mejorar la situación, se ha diseñado y en algunos casos implementado la recarga artificial con aguas de escurrimiento superficial, la construcción de presas sub-superficiales y otras medidas de gestión y regulación. Las recomendaciones, presentadas a profesionales locales y tomadores de decisiones en materia de gestión de recursos hídricos, incluyen la creación de Planes Maestros del Agua y de Asociaciones de Usuarios del Agua, la sincronización de programas de perforaciones, la rehabilitación de campos de bombeo existentes, la apertura de nuevos campos de bombeo, y la incorporación de puntos de toma de agua de manantiales en algunas áreas con grandes reservas de aguas subterráneas, al igual que la construcción de numerosos y pequeños esquemas para el tratamiento in situ en los sitios donde se presenta agua subterránea salina.A água subterrânea é vital e o único recurso existente na maior parte da região estudada, no norte do Iraque. Ela desempenha um papel importante na agricultura, no abastecimento humano e na saúde pública, bem como na eliminação da pobreza nas áreas rurais. Apesar de actualmente o Iraque estar dramaticamente afectado por complexos problemas políticos e sócio-económicos, no norte, i.e. na região habitada por Curdos, a rápida urbanização e expansão económica são visíveis em todo o lado. São necessários esquemas de monitorização e de gestão da água na região para prevenir a sobre-exploração dos aquíferos. No sentido de melhorar a situação dos recursos hídricos na região foram definidas acções tais como a recarga artificial a partir de escoamentos superficiais temporários, a construção de barragens sub-superficiais e um conjunto de medidas de gestão dos aquíferos e de regulamentação, tendo algumas delas sido implementadas. As recomendações, apresentadas aos profissionais locais e aos decisores na gestão da água, incluem a criação de Planos Directores da Água e de Associações de Utilizadores da Água, sincronização dos programas de perfuração, reabilitação de campos de captação existentes, abertura de novos furos e o aproveitamento dos caudais de nascentes em novas áreas com grandes reservas de água subterrânea, assim como a construção de vários sistemas de pequena escala para o tratamento in situ de água subterrânea salgada, onde esta esteja presente. |
