| Abstract | The main objective of this work is to analyze the management practices applied by the Department of Urbanization Precarious Settlements (DUAP, in Portuguese) in its undertakings. The DUAP is a department of the Ministry of Cities' National Secretariat of Housing. The main theoretical framework used was the Project Management Book of Kownledge (PMBoK) 4th edition. PMBoK is an international framework with the best practices in project management, learned from various experiences in both public and private sectors. This work also presents a historical perspective of federal policies for precarious settlements in Brazil. Besides that, detailed information about the DUAP is shown in order to facilitate the comprehension of its functions and responsibilities. The management practices were elicited through interviews with subject matter experts, who are basically undertaking auditors and managers from DUAP. These interviews as well as the method for gathering data about DUAP's functions and responsabilities were guided by the theoretical framework mentioned previously. The main conclusion of the analysis made in this work is that DUAP would benefit from a review in its management process. More especifically, the activity of monitoring and controlling the urbanization undertakings could be improved significantly. Thus, improving the results of the undertaking. |
