| Abstract | Objective Evaluate the strategies adopted by the Supervisory Board of ANS to change its internal rites, arising from the publication of Normative Resolution 388/2015 and the possible observable consequences in three dimensions: internal dimension in the regulated market and in the consumer of health plans. Methodology The qualitative analysis methodology was adopted based on interviews with key actors within the ANS, as well as interviews with key actors representing the interests of health plan operators (ABRAMGE) and representatives of the National Secretariat for Consumer Protection. In addition, a triangulation of research data was carried out when documentary analysis was carried out, which included different reports available from the electronic websites of the control bodies, such as the Federal Audit Court (TCU) and the Federal Comtroller's Office (CGU). ResultsIt was possible to highlight important elements that shaped the consequences of organizational change. The changes brought by the RN 388/2015 allowed to bring more speed to the whole process of health plans supervision, from the implementation of changes in scope of NIP Notification of Preliminary Intermediation -, a pre-procedural phase, through the introduction of the administrative process sanctioning and, finally, the innovation of the proactive supervision program, the Auditory Intervention. Limitations It is suggested that future studies should amplify the perception of other actors involved in the supplementary health market, such as medical / dental providers and medical / dental material resellers. Practical Contributions The understanding of a normative change and its impacts helps to mitigate existing conflicts between market players and can serve as a parameter for other organizations to improve their internal work processes and rites. Originality This is a qualitative study that addresses Normative Resolution 388/2015 and its impacts on the regulated market and the internal organization of ANS supervision. |
