| Description | Pandeglang is one of the districts with a high poverty rate in Banten Province. Local government has released a social security program since 2011 known as Jaminan Sosial Masyarakat Banten Bersatu. The communication characteristic of the Pandeglang's citizens are intervened by Moslem leaders or known as “ulama”. Patrimonial system and patron client culture are strengthening the position of ulama as the local elite in contributing to the district's development. Therefore, ulama is seen as a credible source to communicate the messages of development and empowerment to the community. A qualitative approach with a single case study method is used where interview, observation were conducted as data collection technique. As the results, ulama and its religious institution is seen as the agent of change and innovator, who provide critical awareness to empower the people in poverty.
