Description	Media regulation in general and the regulation of the various forms of online media in particular embody a certain ambivalence. Freedom of the individual and freedom of enterprise are highly regarded values in Western media systems, especially for online media. At the same time, regulation is necessary to protect precisely these freedoms and to avoid the dominance of individual groups, opinions, or platforms. Global communication requires transnational thinking and action, but not every rule fits every culture or every type of communication. There is no single recipe for a satisfactory design of online media regulation, but there are means for the prevention of lasting failures in public communication. These are: media literacy; protecting and ensuring the diversity of media content, providers, and services; accountability of journalism; and protection against surveillance to foster free speech and the flow of free information. This chapter provides an overview of the different forms of regulation of online media, such as international codes, laws, and professional ethical principles, and considers conflicting goals and framework conditions that accompany their application.
