Abstract	L’activité a pratiquement marqué le pas en 2002. L’investissement fixe a encore reculé et la consommation privée s’est contractée mais ces tendances ont été compensées par la croissance persistante, quoique faible, des exportations. La demande intérieure s’étant légèrement raffermie à la fin de l’année, il est possible que le ralentissement de la conjoncture ait commencé à s’inverser. Il semble néanmoins probable que l’économie ne progressera que très lentement tout au long de 2003, la consommation et l’investissement restant très modérés et les exportations n’ayant guère de chances de se raffermir sensiblement avant 2004. Le chômage devrait demeurer élevé. La reprise s’élargissant en 2004, on prévoit que la croissance du PIB s’accélérera pour s’établir aux alentours de 1¾ pour cent, soit un taux légèrement supérieur au potentiel. En 2002, le déficit total des administrations publiques s’est établi à 3.6 pour cent du PIB, et -- sur la base de la législation en vigueur -- restera supérieur à 3 pour cent en 2003. Il est nécessaire de procéder à une réforme cohérente des dépenses pour réduire le déficit structurel et faire en sorte que l’économie connaisse une croissance plus soutenue. De plus, le ralentissement de l’expansion économique rend d’autant plus nécessaire une réforme en profondeur pour accroître la flexibilité des marchés du travail et améliorer les incitations au travail. Le gouvernement a annoncé d’importantes mesures dans ce sens, qu’il faudrait mettre en œuvre aussi rapidement que possible.
