Abstract	Papers on transmission line loadings published during the last twenty-five years have been sensitive to failure events as they consider discrete design loadings. In this period, five editions of the National Electric Safety Code (NESC) were published. The technical groups recommend "in vogue" design philosophy to determine loads. The NESC responds to "user" requests to change specific rules, and attempts to contain the effect of the change to the specific Rule. This paper presents excerpts from several committee reports on loads and follows with a parallel review of NESC Section 25 on Loadings and Section 26 on Strength. A discussion of overload Capacity Factor, Safety Factor, Structure Testing, and the relation of material factors to ultimate or rated breaking strength follow. The conclusion suggests that a joint effort by a Code and Technical Committee task force could result in a recommendation to modify the NESC to identify more rational design loads and load combinations, and place responsibility for utilization of material strength on engineers familiar with the latest technology.
