In 1941, the issue of strikes hindering America's rearmament program was viewed by many as a serious national defense problem. Congressman Howard W. Smith proposed modifications to the Wagner Act and finally sponsored an anti-strike bill that passed the House on December 3. When the bill reached the Senate, however, Wallace, a strong liberal, in his role as presiding officer, had the bill referred to the Senate labor committee. Berryman suggests that Thomas and La Follette will put the bill on ice. The next day, the Japanese bombed Pearl Harbor, completely altering the political situation. |
