Description | World War II cartoon shows a perspiring and dejected Uncle Sam, holding a fan, surrounded by argumentative advisers and sheets of paper indicating bad news from Yugoslavia, Greece, and Egypt. Secretary of Labor Frances Perkins and FBI Director J. Edgar Hoover quarrel, she saying, "I do so," he saying, "You did not." Secretary of War Henry Stimson maintains, "We can take 'em over and run'em," while Office of Production Management official, John D. Biggers, warns, "Only 100 days left." OPM heads Sidney Hillman and William S. Knudsen disagree, Hillman saying, "Things are never as bad as they look," while Knudsen argues, "Things are never as good as they look." Meanwhile Admiral Emory S. Land, Chairman of the Maritime Commission, muses, "To convoy or not to convoy -- that's the rub!" Uncle Sam says exasperatedly, "I don't care what you say -- I want a cooling off period." The cartoon reflects Berryman's view of the generally unsatisfactory condition of the world in April 1941. German troops were overrunning Yugoslavia and Greece and had landed in North Africa. In the United States, the country was trying to increase the production of supplies needed by the Allies in the face of an unprecedented number of strikes. Administration officials disagreed on how much the labor unrest was hurting the production effort, but some advocated an anti-strike law, some suggested the government take over striking plants, and almost all agreed on the need for cooling-off periods. Meanwhile, German submarines continued to destroy British shipping, causing some people to propose that the U.S. provide convoys. |
