| Abstract | In times of great social changes, everywhere society questions the quality of education. The professionalization of teaching is often suggested as a solution. In Quebec, teachers and a political party have proposed the creation of a professional order in order to sustain professionalization. In this research, we have investigated the failure of a project of creation in winter 2004 of a Quebec College of primary and secondary school teachers. We consider this event as representative of teachers' professionalization movement. We questioned teachers about what they found determining in their choice to adhere or not to the project. We have used Spillane's analytical framework for the study of education policies to guide our research. This socioconstructivist framework focuses the researcher's . perspective at the leveJ of actors and of their system of daily interactions. To answer this question, we have made a documentary analysis of the information received by the teachers, have analyzed 38 short answers in Teachcan's survey and have conducted nine original semi-structured interviews with these teachers. There are multiple factors that determine the commitment or the opposition of teachers to the project. These factors are closely linked to the individual, the work environment and the political context. Even if new professional values like reflective practice and accountability are starting to penetrate teachers' discourse, teachers are still not willing to take responsibility of their profession, hence they are not ready to create a Col1ege of teachers. |
