| Abstract | This article analyses the relations of power and the political discourse among the representatives of 63 peasant communities of the Paramo in Municipio Rangel, Merida. The work was based on the “Orderplan and Usagerule for the protection of Public Work in the area surrounding the National Astronomic Observatory in Llano del Hato”. Among these peasants, of Indian origin, prevails the customary right which allows them to work on the “resguardo lands” of their ancestors. This right is menaced and diminished by other local and foreign interests in the name of scientific, eco-touristic and urbanistic goals. |
