| Abstract | The current paper aims to understand the deployment of a managerial system called Pro-Gestao - a Strategic Management System for projects in the State of Espirito Santo (ES) - this is an instrument of the New Public Management. For the study, data from two projects of the system in Espirito Santo State at Department of Public Security and Social Defense (SESP) were collected and the principles of the system were confronted with inherent aspects of its use in the organizational context studied. The study is theoretically based upon the conception of bureaucracy conceived by Weber. (1963, 1964) supplemented by the observations of Morgan (2006) and Crozier (1981); to understand the New Public Management and its precepts discussed mainly by Bresser Pereira (1996, 1998, 1999, 1999b, 2005, 2008), detailing the deployment of the New Public Management in Espirito Santo. It’s a qualitative research focused on SESP, in the follows projects inserted in PRO-GESTAO. The data was obtained by documental research in three governs’ departments (SESP, SEP and SEGEP) and by interviews obtained with thirteen employees inserted in both projects. The conclusions show that the deployment of the system had no differentiated importance in the work environment; it hasn’t consolidated any significant change in the administrative routines or in the results to the society. |
