Abstract	Resumen Abstract L a aspiracion de una sociedad es lo-grar niveles superiores de bienestar en terminos de salud, educacion e in-greso. Si bien el crecimiento no garantiza una distribucion adecuada de los ingresos, servicios educativos y de salud, dicho creci-miento es una condicion necesaria para tra-tar de resolver los problemas de desigual-dad con politicas publicas. Regiones con mayor crecimiento son aquellas capaces de innovar en sus instituciones. Las insti-tuciones de educacion superior deben des-empenar un papel central en este proceso. Baja California trabaja en la conformacion de un sistema regional de innovacion que sirva de base para el fomento de oportuni-dades y el desarrollo de industrias basadas en el conocimiento. T he aspiration of a society is to achie-ve higher levels of welfare in terms of health, education and income. While growth does not ensure adequa-te distribution of income, education and health services, this growth is a necessary condition to address issues of inequality trough public policy. The fastest growing regions are those able to be innovative in their institutions. Higher education ins-titutions must play a central role in this process. Baja California is working on the establishment of a Regional Innovation System as a basis for the promotion of op-portunities and development of knowled-ge-based industries.
