Abstract	Given the advancement of information technology world highlighted the advent of the Internet has been much discussion about the importance of accessibility to the Internet to digitally include all individuals. The Internet is one of the largest media offers for those people with special needs a chance to develop the limitations imposed by its physiological condition. Considering the theories of education we emphasize the importance of action, language and interactive processes in the construction of higher mental structures of individuals. However, note that if you have done little to effectively expand the accessibility of sites. This research presents a range of factors from concept accessibility on the Internet, the term Internet accessibility will also be exposed to any special needs including the importance of Internet access to them. Another factor that will be presented throughout the paper as this is the current scenario of Internet accessibility among Brazilian law, website developers, technical recommendations finally all human concepts and technology in order to be discussed the issue of accessibility Internet for people with special needs, with the goal of forging strategies that enhance the full participation to all subjects, making effective equality of opportunity and respect for differences in the emerging cyberspace, guidelines are proposed for developing pages with the use of accessibility rules is also emphasized the importance of developing accessible pages of good quality.
