| Abstract | In spite of the various strategies so far applied, communicative proficiency levels in English among students and teachers within universities are still to be reached. Starting 2013, the Cuban Ministry of Higher Education (MES) designed a strategy for the improvement of the teaching of English within universities which is currently underway. Towards that end, this paper attempts to develop actions to ensure a more effective implementation which outputs higher outcomes within communicative competence in English among university students, teachers and researchers.
