| Abstract | The purpose of this study is to analyze e-government in the state of Bahia, by identifying the maturity levels of projects undertaken by the major Departments of Bahia’s Government, and also by doing research on the principal factors that have interfered with the improvement of e-government in public administration in the state. To reach this goal, two analytical models were developed: one to classify the maturity level of the sites of the Government Departments, and other whose objective is to analyze the factors that have interfered with the improvement of e-government in Bahia. Interviews of executives of organizations that held an important role in the process of developing e-government in the state and of the IT executives of the principal state departments were taken to obtain the maximum quantity of relevant information on the subject possible. The results show that, if on the one hand the advent of the “New Public Administration” and the expansion of the telecommunications in Bahia have considerably improved e-government in the state, on the other hand lack of integration of efforts and clarity of the definitions of e-government policies may have interfered negatively on the diffusion of e-gov in Bahia. Also, the concern with the creation of models that improve the practice of e-participation and of accountability by the government is still in the beginning stages. |
