Abstract	This is an ongoing study that proposes to analyze the e-Government and Open Government Programs effect in the records management at the Federal University of the State of Rio de JaneiroUNIIRIO. The dissemination of public information is at the epicenter of discussions on democratization and the openness of archives nowadays. In this context, the brazilian public university as an institution that promote the academic knowledge and produces scientific information of social relevance. In this scenario, the universities archival information "publicness" is an essential element to ensure the transparency of this institution in society. And the use of the guidelines of eGovernment and Open Government Programs potentialize the promotion of transparency and social participation to democratize information access and provide accountability. However, the level of access to information in universities is largely influenced by the efficient information management. Thus, this research aims to analyze the strategies related to records management to achieve improvements at the Archival Services at University of the State of Rio de Janeiro. To achieve these goals a document survey will be accomplished, besides questionnaires and interviews surveys. To the achievement of these goals a documentary research will be accomplished, besides the application of questionnaires to information professionals and interviews with UNIRIO managers.
