| Abstract | O presente artigo discute a questao da democratizacao do Estado a partir da analise da experiencia da cidade de Uniao da Vitoria/ PR no desenvolvimento do Orcamento Participativo (OP) e, especialmente, do Orcamento Participativo da educacao. Este desdobramento tematico no campo da educacao, confere uma peculiaridade a esta experiencia e provoca o debate, tanto em relacao a efetividade do controle popular sobre o Estado, quanto em relacao a possibilidade do OP instituir uma discussao mais substantiva da politica publica. Ao longo do texto procura-se cotejar os limites e as possibilidades deste processo. Participative financing plan of education: limits and possibilities of the experience of Uniao da Vitoria/PR Abstract The present article discusses the subject of democratization of the State with the analysis of the development of Participative Financing Plan of Education experience in the city of Uniao da Vitoria/PR. This thematic unfolding in the field of education can reveal the peculiarity of this experience and provokes the debate, as much as in relation to effectiveness of popular control on State, as in relation to the possibility of Participative Financing Plan possibility institute a more substantial discussion of public politics. Along the text it tries to compare the limits and possibilities of this process. |
