| Abstract | This article analyzes the institutional changes in progress and their effects on the model of the state, citizenship and political action. Although the changes are presented to public opinion as logical, natural and normal, given the maturity of civil society and crisis of welfare state, the text shows that these respond to the demands of trans-national capital. Then it sets out the processes of the decentralization of the state will and the primacy of efficacy and efficiency of polity, usurping the traditional debates on democracy and its conditions of quality. The author puts forward the need to rethink the conditions of the founding pact on which the present democratic model is based and the double dimension of citizenship as constituent and constituted power. The article concludes with the proposal for a new social pact along the lines of parity democracy, which would overcome the present structural discriminations. |
