| Abstract | Starting from a survey held in poor communities of the city of Rio de Janeiro, this article tries to make a contribution at the understanding of the dynamics of digital inclusion and exclusion in the poorest sectors of population. Starting from a sampling that represents around one million and two hundred thousand people, this work tries to go beyond the polarity between those who have means to access computers and internet and those who don't, emphasizing the multiple aspects of digital exclusion and presenting its implications to the making of public policies and social projects. |
