| Abstract | O presente estudo procura investigar a articulacao entre politica de uso do solo e politica industrial, como estrategia de competicao para atracao de empresas inovadoras, tomando como recorte os Municipios de Sao Leopoldo e Novo Hamburgo, na regiao do Vale do Rio dos Sinos, no Rio Grande do Sul. Para compreender os estagios dessa competicao, foram utilizados os modelos de Bertrand-Nash e Monopsonio Restrito, como explicacao as estrategias dominantes na concorrencia entre os municipios, conforme um modelo teorico desenvolvido por Friedrich e Nam (2011; 2013). O trabalho traz uma visao alternativa a analise concorrencial municipal e entende que o zoneamento industrial e os rendimentos de venda de terras tambem sao parte integrante da competitividade dos municipios, diferentemente das analises habituais centradas nos estratos fiscal, ambiental e estrutural. TITULO EM INGLES Land use strategies and the competition between the municipalities of the region of the Vale do Rio dos Sinos to attract innovative companies Abstract The present study aims at investigating the articulation between land-use policies and industrial policies as a competitive strategy to attract innovative companies, taking as a scope the municipalities of Sao Leopoldo and Novo Hamburgo, in the region of the Vale do Rio dos Sinos, State of Rio Grande do Sul.To understand the stages of this competition, we used the Bertrand-Nash and the restricted monopsony models, as an explanation for the dominant strategies of competition between the municipalities, based on a theoretical model developed by Friedrich and Nam (2011; 2013). This paper presents an alternative view to the municipal competition analysis and suggests that the industrial zoning and income from land sales are also an integral part of the competition between municipalities, unlike the usual analyses focused on fiscal, environmental and structural strata.
