| Abstract | Cet article propose une analyse de la relation entre les TIC et le processus d’apprentissage organisationnel des EPE algeriennes. Cette relation s’etablit autour des systemes d’information d’aide a la gestion des connaissances et des competences. Elle n’est rien d’autres que l’effet des determinismes, notamment technologique et des interactions entre les TIC, l’organisation et les ressources humaines. En nous basant sur un corpus theorique relatif aux systemes d’information, a l’apprentissage et au changement organisationnel, nous avons tente d’etudier les domaines d’intervention des TIC dans trois entreprises publiques (organisation, gestion des connaissances et des competences) et les changements organisationnels qui accompagnent leur integration dans ces entreprises et leur appropriation par les utilisateurs (determinisme et interactionnisme). This relationship is established around information systems that help to manage knowledge and skills. It is nothing more than the effect of determinisms, especially technological and interactions between ICT, organization and human resources. Based on a corpus theoretical systems of information, learning and organizational change, we have attempted to study the areas of ICT intervention in three public companies (organization, management of knowledge and skills) and the organizational changes that accompany their integration into these companies and their appropriation by the users (determinism and interactionism).
