| Abstract | This book is the result of research on the political participation of women in Ibero-America through the mechanism of laws on gender quotas and the evolution they have suffered in the region in the search for parity democracy. It is divided into eight parts, in the introduction, a historical and theoretical path is made about the right to women's political participation as a human right and the need to implement affirmative action measures to ensure it. In the first chapter, quotas and parity, their differences, advantages and limitations in the reduction of political injustices are examined, in addition, from the Chilean case, the impact of female leadership in the reconfiguration of the gender order is discussed. In the second, it is based on the premise that the lack of balanced presence of men and women in the organs of popular representation, the fact that there is no parity, implies the existence of a deficient representative democracy, which limits a full citizenship for women. The third chapter aims to analyze the underrepresentation of women in the Chamber of Deputies of Brazil, showing the little success that the implementation of quota laws has had despite the exponential increase in the number of candidates. In the fourth, the elements that have limited the increase in female representation in positions of popular election in Paraguay are examined, despite the existence of the gender quota. In the fifth chapter a historical path is made in Mexico from the first provisions on gender quotas to the demand for parity in 2014, the difficulties and resistance in the implementation of gender provisions that have even led to political violence against women, a phenomenon that is also explained in this part. The sixth chapter shows the participation of women in the decision-making positions of the foreign relations sector in Colombia in the period between 2004 and 2016. And the last chapter examines the initiative to reform the Chilean electoral system during the Bachelet mandates, the incorporation of gender quotas in their second mandate, the difficulties for their approval and ends with the analysis of the Law N ° 20.840 of 2015 that enshrines them. |
