| Abstract | Over the past 40 years the universal concept of parity democracy has been subjected to a specific construction process in the Council of Europe, considering the principle of balanced participation a means to achieve it, that has been defined in the Recommendation Rec(2003)3 of the Committee of Ministers as a participation rate of at least 40% of each sex in the political and public decision-making, both in the Member States and the own organs of the Council of Europe. Páginas 137 204 204 of parity democracy in the Council of Europe has taken place mostly in texts of little normative force (soft law), hence the underrepresentation of women in the member States persist in the second decade of the XXI century, and there has been reached the parity threshold of at least 40% of each sex neither in the Parliamentary Assembly nor the Congress of Local and Regional Authorities, nor even in the European Court of Human rights. With everything, the diachronic process of conceptualization and implementation of parity democracy in the Council of Europe reaches results that transcend the ambit of mere political and public representation in strict sense, to the extent that their attainment represents the integral conquest of the private and public, individual and collective dimension of the equality between women and men, this is the only way to achieve this genuine democracy about which he speaks the Council of Europe.
