| Abstract | This thesis has the general scope of studying the Inter-American System for Protection of Human Rights, using the exposition of the historical precedentes that supports the creation of the United Nation as reference for the specialization of the Regional Protection System of Human Rights. With above mentioned in mind, we specifically focused on the examination of the meticulous details of the Organization Of American States, which gave rise to the American Convention on the Rights and Duty of Man, the precursor of Inter-American Comission and Court. The examination of the Favela Nova Brasília vs. Brazil case serves to bring us closer to the factual plan for implementing the principles crystallized in the aforementionend institutes, as well as to analyze that the implementation of human rights is not only a legal issue, but also na historical issue intrinsic to political factors of the State party to the conventions, treaties and pacts that make up what is understood by human or fundamental rights. Finally, we also determine that a major purpose of the presente thesis is also to demonstrate the path of the process of the Inter-American Human Rights System and the effectiveness of its guidelines.
