Abstract	Objective: To develop a conception for the operation of a Tourist Observatory in Manabí that involves the University and the entities related to tourism in the province. Method: Theoretical methods such as literature review, analytical synthetic, and the comparison of international, national, provincial, local tourist indicators. Participatory action research, through empirical methods and techniques, starts from the Frequently Asked Questions: what, for what, why, where, who, how, which, when. Relevance: The role of the university in the collective production of tourist information on the different territories of the province. It demonstrates how the production of tourist information can occur through the substantive processes of the university: research, linking and academics. Results: It provides, the structuring and work philosophy for the management of data and information updated and verified, expressed in indicators on the tourist task. It is the foundation for the approach of strategies for continuous improvement and visitor satisfaction. Contributions: The theoretical conception that systematizes precepts and positions of different authors about tourist information and how to observe it. In the practical methodological field, it shows an algorithm to obtain and use said tourist information for making timely decisions.
