| Abstract | The preparation of an Information System and Information Technology Strategic Planning (IS/IT SP) is essential for identifying and correctly allocating resources of IT in accordance to institutional priorities and expected results. Therefore, such activity should be systematically understood, supported and approved by CEO. The Federal Government has identified through a study that several documents submitted as IS/IT SP were only letters of intent to the internal IT department and/or projects that could become a plan. Such scenario suggests that part of the governmental organizations either doesn't have a IS/IT SP or are unaware of the maturity of IS/IT SP process they prepare. Thus, it was created the IS/IT Maturity Model of Strategic Planning - IS/IT MMSP (Gov). The model allows the government organizations to find out how mature your IS/IT SP process is, to know how it is with respect to others and it can even be used as a tool to evaluate the efficiency of the use of SI/IT to achieve the business objectives. For this, it has a Reference Model (RM), an Assessment Method (AM) and a Best Practices Database (BPD). Despite the validation performed by experts, the model was not used in organizations. In this sense, this work carries out a IS/IT SP assessment in public governmental organizations in the state of Pernambuco, using the AM of IS/IT MMSP (Gov) to identify opportunities for improvement of the AM and RM of this model. It is believed that, similar to the scenario found in the Federal Government, the public organizations of the state of Pernambuco are unaware of the maturity of their IS/IT SP process and that some gains can be obtained from these evaluations. In this context, this paper presents: (i) a high level survey about the maturity of IT strategic planning in public governmental organizations of the state of Pernambuco concerned to IS/IT MMSP (Gov), (ii) the results of two evaluations following the AM and (iii) a survey about the improvement opportunities for the AM and RM of SI/IT MMSP (Gov). To reach the objectives, it was used an approach of hypothetical-deductive nature, qualitative methods and procedures as well as the conduction of literature review and descriptive case study, single and incorporated. |
