| Abstract | Abstract — This article investigates the effects of the type of works council on the use of com pany or workplace agreements and the evaluation of such agreements by human resource managers. Data were collected by a telephone survey of 1000 human resource managers re sponsible for signing works agreements in a random sample of firms with more than 100 em ployees. The typology combines two dimensions: power and willingness to cooperate. The resulting four types of works councils show different effects, controlling for other variables. Firms with a works council, judged by management to be more powerful and less willing to cooperate, show the highest number of workplace agreements. In this constellation the human resource managers report the least favourable assessments of workplace agreements. They perceive such agreements as reducing flexibility and having fewer advantages. Nevertheless in this situation as in others the assessments are quite positive. In total workplace agreements are highly valued by the majority of the human resource managers. |
