| Description | This study contends that non-Han films have become a new focus of China's strategies for soft power, most recently under the aegis of the Chinese Non-Han Film Project. The first part of this chapter retraces the institutional development of Chinese non-Han cinema over the past two decades, and relocates the Project in the context of China's soft power deployment on non-Han issues. The second part of the chapter breaks the Project down: it highlights the Project's multi-directional non-Han cinema's “go abroad” strategy and points to its emerging inconsistencies. The chapter demonstrates the cultural soft power strategy should not be understood as a unilateral tactic enacted by China's government without the cooperation of filmmakers and audiences. It also demonstrates the multidimensional and contradictory dynamics are constantly shaping and reshaping the production and reception of non-Han films. The Project leaders often describe their endeavor to promote the production and distribution of non-Han films in the twenty-first century as a synergetic approach: national, economic, ideological, and artistic interests meeting around the Project's agenda. As for films directed by former independent filmmakers, the Project is very likely to produce films that are very much in line with typical propaganda cinema, albeit with a new aesthetics.
