| Abstract | Highlighting the complex dynamics between state and non-state actors in the generation of Chinese soft power, Luo Hui examines the changing face of a “Chinese cinema in New Zealand” in the wake of a new wave of cultural brokers as a means to reflect on the concept and practice of soft power. New Zealand filmgoers’ exposure to Chinese cinema used to be entirely dependent on the programming at the annual New Zealand International Film Festival, which, in turn, was conditioned by the fortunes of Chinese filmmakers on the international film festival circuit. In recent years, more channels for viewing Chinese films have become available to the New Zealand public. Identifying an increasingly diversified presence of Chinese film in New Zealand as a significant source of soft power, this chapter assesses the role of Confucius Institutes and other local organizations in this diversification, and demonstrates that “Chinese soft power” can be shaped and harnessed by local and transnational cultural agents, and localized soft power practices can rise above nationalistic thinking to become a source of communal and civic empowerment.This chapter highlights the complex dynamics between state and non-state actors in the generation of Chinese soft power.
