| Description | What role do labour standards play in the process of economic development? Are trade measures an effective means to enforce labour standards? Are labour standards universal? These are only a few of the questions dominating the international debate on labour standards. In this chapter, I argue that a variety of opposing claims is available to answer these $questions.^{1}$ It is because scientists cannot agree on the answers to these questions that proponents and opponents of a social clause can make use of different theoretical arguments to substantiate their claims. Five claims and their associated theoretical and normative arguments are discussed: universality/relativity, socio-economic, effectiveness/ineffectiveness, spillover/exclusion and $sovereignty/interventionist.^{2}$ Book Name: Trade Unions and Global Governance |
