| Description | Since the early 1980s the US government, supported by the trade unions, has pursued the inclusion of labour rights in national trade legislation or in international agreements. In the period between 1985 and 1990 alone, Congress introduced more than 40 Bills related to trade or financial aid and labour standards, albeit with an enormous variety in subject matter. Sometimes a Bill concerned nothing more than, for example, a prohibition of import of motor vehicles from Yugoslavia until internationally recognized workers' rights were afforded (HR 3853). In other cases, it concerned the definition of the denial of workers' rights as an unfair and unreasonable trade practice (S 497). Frequently, the bills introduced targeted the former Soviet Union's and China's forced labour practices (see, for example, HR 1331, HR 2468, HR 4812 and S 1420) (Thomas, 2000).
