| Abstract | Le présent chapitre examine la relation entre responsabilisation et direction des établissements scolaires. La thèse est la suivante : les systèmes de responsabilisation sont efficaces dans la mesure où ils font appel aux connaissances, aux compétences et à la volonté du personnel travaillant dans les écoles. Le succès de la politique de responsabilisation dépend de la mise en place de ce que l’auteur appelle des pratiques d’amélioration, c’est-à-dire des stratégies bien précises pour développer et diffuser les connaissances et les compétences dans les écoles. La politique de responsabilisation a tendance à se traduire par un sous-investissement dans les connaissances et les compétences, et par un surinvestissement dans les tests et les mesures de contrôle. Il faut, pour corriger ce déséquilibre, modifier la relation entre la théorie et la pratique, notamment en ce qui concerne la définition et la mise en oeuvre de l’encadrement. L’auteur présente un modèle de pratique de la direction des écoles qui est en accord avec la théorie de la responsabilisation qu’il propose. Il passe en revue la manière dont les politiques pourraient être utilisées pour renforcer les capacités d’encadrement au service de l’amélioration des écoles. La politique de responsabilisation ne permettra pas aux écoles d’accroître leurs performances si elle ne s’accompagne pas d’un investissement substantiel dans le capital humain ayant pour but de favoriser l’amélioration des écoles. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
