| Abstract | La situation sur le marché du travail et la protection sociale sont deux déterminants essentiels de la cohésion sociale. Le basculement de la richesse influe sur les problèmes d’emploi et de protection sociale. S’il a créé des opportunités, il a aussi engendré des ruptures, sous la forme d’une nouvelle distribution fonctionnelle des revenus, des tensions dans les relations de travail et une évolution des risques auxquels la population est confrontée. Pour examiner ces problèmes sous l’angle de la cohésion sociale, il faut s’intéresser aux institutions du marché du travail et aux systèmes de protection sociale, du point de vue non seulement leur efficience, mais également de leur capacité à prévenir ou à atténuer le dualisme et la segmentation. Si elles veulent jouer leur rôle dans la fixation des prix et exercer leur fonction allocative – et produire ainsi des effets équitables avec le moins de tensions possible – ces institutions doivent évoluer pour mieux s’adapter à la transformation qui s’opère sur les marchés du travail. Les systèmes de protection sociale segmentés (aide sociale pour les pauvres d’un côté, et assurance sociale pour les travailleurs du secteur formel de l’autre) risquent de laisser de côté une catégorie intermédiaire de travailleurs vulnérables employés dans l’économie informelle mais qui ne sont pas pauvres. Une approche holistique qui envisage ces systèmes dans leur intégralité, ainsi que leurs interactions avec les résultats sur le marché du travail, permet d’identifier ces lacunes et conduit à des choix différents lors de l’élaboration des programmes. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
