| Abstract | Le basculement de la richesse augmente les ressources disponibles dans de nombreux pays convergents, leur offrant une conjoncture favorable au renforcement de la cohésion sociale. Dans ces mêmes pays, la croissance économique rapide et les mutations structurelles multiplient les flux financiers liés au développement, et les recettes fiscales dépassent désormais celles des autres pays en développement. Toutefois, pour que des changements se matérialisent, les gouvernements doivent résolument chercher à créer une source de financement stable en renforçant leur légitimité budgétaire. Car aujourd’hui, la situation de nombreux pays convergents se caractérise par une légitimité fragile de l’État en tant qu’honnête médiateur entre différents groupes d’intérêt, ce qui érode l’efficacité du secteur public dans sa prestation de services essentiels visant à réduire les inégalités et à renforcer la cohésion sociale. Or, pour progresser dans cette voie, les politiques publiques ont besoin de moyens de financement viables et d’un temps de maturation. Des politiques et institutions budgétaires qui dissocient les recettes existantes des dépenses, notamment par des fonds d’épargne de précaution mettant à l’abri une partie des gains imprévus pour maintenir les dépenses sociales en période de crise, peuvent efficacement contribuer à pallier ce problème. Le financement de la redistribution intergénérationnelle (comme les pensions sociales) par ces fonds peut favoriser la cohésion sociale et mobiliser l’opinion en faveur d’une politique budgétaire stable. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
