Abstract L’assainissement durable des finances publiques est l’un des principaux défis auxquels se trouvent confrontées les autorités. Au cours des dernières années de la période de forte croissance, entre 1997 et 2000, le rythme de l’assainissement budgétaire s’est considérablement ralenti par rapport aux années précédentes, alors que le dynamisme de l’activité aurait permis d’accélérer le processus. Les ressources tirées de l’augmentation des recettes et de la baisse des paiements d’intérêt sur la dette publique ont été utilisées pour accroître les dépenses courantes primaires au lieu de réduire le déficit (graphique 12). Après 1997, le déficit des administrations publiques est resté pratiquement inchangé pendant les deux années suivantes, correction faite des variations conjoncturelles (graphique 13). Il a ensuite été réduit en 2000, mais essentiellement grâce à un gel temporaire des dépenses d’investissement en cours d’année17 et aux recettes exceptionnelles tirées de la vente de licences de téléphonie mobile (UMTS) cette année-là. En 2001, les prévisions budgétaires tablaient sur une légère réduction du déficit public en proportion du PIB. En fait, l’accroissement des dépenses primaires n’a pu être maîtrisé alors que le marasme de l’activité entraînait d’importantes pertes de recettes. Le déficit des administrations publiques s’est creusé, dépassant de plus d’un point de pourcentage la barre de 3 pour cent du PIB.
