| Abstract | L’assainissement budgétaire est l’une des grandes priorités. Mais comme les baisses d’impôt successives de ces deux dernières années n’ont pas été financées par une réduction proportionnelle des dépenses publiques, la faiblesse de la croissance économique a suffi pour creuser le déficit des administrations publiques à 2.8 pour cent du PIB en 2001. Avec un tel déficit, nettement supérieur à l’objectif d’assainissement, les stabilisateurs automatiques ne peuvent pratiquement plus fonctionner. Au début de 2002, le gouvernement a révisé à la baisse sa prévision de croissance du PIB pour 2002, en la ramenant à ¾ pour cent, alors qu’elle était de 1¼ pour cent dans le programme de stabilité soumis par l’Allemagne à l’UE en décembre 2001. En conséquence, le gouvernement a relevé d’un demi-point, à 2½ pour cent du PIB, l’objectif de déficit des administrations publiques pour 2002, tout en maintenant l’objectif d’équilibre budgétaire pour 2004. Afin d’éviter dans ce contexte une procédure d’alerte de la part du Conseil des ministres de l’Économie et des Finances de l’UE (ECOFIN) en vue d’empêcher un déficit excessif, le gouvernement fédéral s’est engagé en février 2002 à une plus grande rigueur budgétaire. Il devait veiller à ce qu’en 2002 le plafond de déficit de 3 pour cent fixé par le traité de Maastricht ne soit pas dépassé, suivre de près les budgets à tous les niveaux d’administration, mettre à profit toutes les marges budgétaires possibles pour réduire le déficit et atteindre une situation budgétaire proche de l’équilibre en 2004... |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
